Turkey Emergency Flood and Earthquake Recovery Project, TEFER

SEBA Hydrometrie was awarded the contract to supply the hydrometric equipment for flood forecasting and stream gauging equipment for the TEFER project in Turkey, together with The Ministry of Energy and Natural Resources, General Directorate of State hydraulic works (DSI).

Project aim

The aim of this project is to establish a reliable network for flood forecast and flood warning starting in the northwest and west of Turkey with 363 stations equipped with hydrological and meteorological sensors, data loggers with integrated alarm functions, data transmission by VSat -Satellite - systems, line modems, GSM - modems and integrate this network to a high sophisticated flood forecasting model in the Headquarter of DSI in Ankara.

Equipment

The exact equipment of this network of 363 hydro meteorological Stations (HS) delivered by SEBA is:

 

  • 262 MDS-III-light 3 channel, data logger for water level and rain recording
  • 57 RDS-Light, data logger for digital memorization of rainfall tipping
  • 44 MDS-Dipper, sensor and data logger for water level measurement 
  • 28 MODEM for data transmission with phone line
  • 28 GSM-MODEM, for data transmission with wireless GSM-Net 
  • 51 Pressure sensors DS 30, for water level measurement
  • 43 Ultrasonic sensors for water level measurement
  • 205 Encoder with float for water level measurement
  • 110 Rain gauges RG 60 with impulse output for data loggers

 
149 of the data loggers are connected to the satellite transmission system VSat and 58 of the loggers are with build in telephone-/GSM - modems equipped. Generally all data loggers are prepared for easy extend to data transmission with VSat, integrated telephone or integrated GSM - modem. Alarm modes are configurable at site or from the center (parameter transfer by D.E.M.A.S) for the remote transmission possibilities activated by events at the station.

                   

  
As well a continues and automatic data exchange of meteorological and Radar data with the Meteorological Institute (DMI) is required for exact forecasts and warnings.

    

Interface Scheme

The computer hardware concerning the flood forecast is installed in the headquarter of DSI in Ankara and handles the data request from all Hydrometeorological Stations (HS).

Special attention is focused on the design of this request hardware due to the short request cycles during flood periods and possible incoming alarms. Additionally an automatic data conversion of meteorological data from the DMI network with automatic weather stations (AWOS) from SYNOP to readable data for the flood model from the Danish Hydraulic Institute is integrated.

The whole automatic request for all data from the Hydrological Stations and the conversion to the Flood Forecasting Model is managed by D.E.M.A.S. which is due to the high data volumes based on a Oracle 9i database. The installation of the software package is on Windows 2000 computer network and equipped with additional 5 working places for data evaluation, data check and statistical purpose.
